In December 2001, Congress made it clear
that it would not delay the federal privacy regualtions. Healthcare providers and insurers have only until April 14, 2003 to make the changes and implement the systems necessary to comply with these sweeping rules. Implementing these regulations will be difficult, expensive and time consuming.
